Council will grant a building consent once they are satisfied on reasonable grounds that the proposed building work will comply with the building code if the work is completed to the approved plans and specifications.

A building consent is different from a resource consent, which you’ll need if you plan to build on or use your land in a way that wouldn’t comply with the local District plan or the Resource Management Act 1991.

What's a resource consent?
A resource consent is just what it says it is – approval for you to use a ‘resource’ such as land. You'll need one if you're planning to subdivide land or undertake any activity on a site that doesn't comply with the rules and standards of our District Plan.
A resource consent comes with a very important responsibility: it requires you to consider the effects of your resource use on the environment and your community, and to reduce any effects that are significant.
The process for granting a resource consent is governed by District Plans and the Resource Management Act 1991.
